fuel problem when car drops to quart of tank

the car runs fine but when the fuel reaches quarter of a tank it keeps on cutting out,the engine stays running but the car wont pull for a few seconds,dangerous coming off roundabouts! noticed the tank is getting alot of suction when you remove the fuel cap ...

enquiry

scenic megane 1998 someone opened key and now cant get immobiliser to work. the light is on on key so battery in correct but it wont click twice which is what we need to start it. any ideas...
