Can't Open Icons (i.e. Music, Video, etc.)

Cah't open icons (i.e. Music, Video, etc.) Keeps showing block with "Info - Enable WiFi - Settings" I have tried to reset several times - no luck...Please help, I am ready to throw this out of the window! Thanks, in advance!...
