5808W3 smoke detector

I am trying to install an Honeywell 5808W3 Smoke detector. I followed the instruction with the Smoke detector and register the serial number serial number by activating the tamper switch. The current loop number is 4 and I cannot change it to 1 which it instructs me to do. The only number it lets me put is is zero. The smoke detectors does not report to the alarm system bit tamper switch does. I also tried *83 and the results are the same. If I try activating the smoke alarm when it say to "Transmit Now", it does not register at all....
